At the end of the Revolutionary War the various states had to resort to lotteries to raise funds for numerous public projects. Taxes had never been accepted as a way to raise public funding for projects, and this led to the popular belief that lotteries were a form of hidden tax. What must be printed on the tickets? The organization may not compensate a person directly or indirectly for organizing or conducting a raffle. Can I advertise and sell tickets on the Internet? What if a raffle cannot be held on the date scheduled?

We are researchers at Penn State’s Criminal Justice Research Center and the University of Kentucky’s College of Social Work who recently published these findings in a report on online gambling in Pennsylvania.
